Serena Hayes

Serena M. Hayes, J.D., is an organizational development consultant based in Washington, D.C., with over 15 years of experience in strategic implementation, leadership development, and conflict management. With a Juris Doctor degree from Howard University School of Law, Serena has dedicated her career to building impactful direct-service organizations and offices for communities.

Through her consultancy, she ensures the success of mission-driven organizations serving women, families, and youth. Serena collaborates with clients to bridge the gap between their current operations and their original vision for what their organization would become.

Previously, as the Ombudsman at the Office of the Ombudsman for Public Education at the D.C. State Board of Education, Serena secured significant funding and grants, leading to substantial organizational growth and launching influential programs like the D.C. Special Education Hub. Her strategic planning and project management skills have consistently resulted in increased operational efficiencies and expanded organizational capacities.
