HollyAnn Freso-Moore

HollyAnn Freso-Moore is the principal of the Carlos Rosario Charter School, Harvard Street Campus located in the Columbia Height neighborhood of DC, which serves 2000 English Language Learners who come from over 80 countries, speak more than 34 languages, and range in age from 16 to 80. The school provides beginning to advanced level ESL classes, GED preparation in Spanish and English, workforce development courses, Family Literacy, Computer Literacy and Citizenship. She passionately ensures high quality education, student centered instruction for the 1500 students in a safe and compassionate environment. During her tenure as principal, the school has maintained its Tier 1 rating for six consecutive years, demonstrating the staff’s commitment to excellence. 

Before becoming principal she worked as an ESL instructor for more than a decade, and trained educators on best practices in adult education on topics ranging from teaching speaking and writing to low literacy ELL to project based learning with technology for beginning level ELLs. She also contributed to strengthening the school’s curriculum through the use of technology, as well as diversity and inclusion training for staff. In 2012, she earned the DC STARS Tribute Most Outstanding Adult Teacher Award. 

Ms. Freso-Moore is an immigrant and naturalized citizen of the United States, hailing from Guyana. Her educational background is in English Literature with a concentration in Diaspora Literature and Educational Leadership. She recently completed her doctoral degree from the University of Pennsylvania in Educational and Organizational Leadership.
